I am not sure if it is the same for USMA as for USAFA, but I know that I had my ACT score report in long before it showed up on my admissions portal. If your score report is ready, you should contact your admissions counselor and ask if they have received your score report. Sometimes they just don't get it up right away, but when you bring it to their attention, they will upload it immediately. At least, that was my experience with USAFA for my ACT scores.
 
Your file dead line will be at the end of January for Class of 2019 selection. Your February 2015 ACT test score will not make it in time. However, I do encourage you to follow through and take it. This score can go towards your Plan B in the event you are not selected. I encourage you to reapply if you fall into the Plan B

The file completion deadline for USMA is 28 FEB. You can take the 7 FEB ACT and request Priority reporting which gives you a better chance of them reaching West Point before 28 FEB - but no guarantees.

I never heard of receiving the results as priority. How do you do this? All my scores have came in exactly 2 weeks.

I'm pretty sure you can only do this (send results priority) after the test report is posted. Meaning that if you pre-select USMA when you register for the test they will get it "non-rush /non- priority". Log on to ACT and click on "send scores" for a test you have taken then play with the options. I think it's a gamble if they will actually arrive in time (Feb 28th) but if you want them higher for a "plan B" as mentioned by Tug_Boat than why not.

I feel bad if I call admissions and ask an annoying question like "did you get my scores" when they are probably slammed right now.
 
Yikes!!! My bad-As always Buff81 is our rock and corner stone. Please excuse my mistake. But still take the ACT!!!
