This is the same website that talks about scantrons for the application, which has been gone for probably 7-8 years (if not longer). That means that is how old that information is.

Based on data I have seen with the Class of 2017, about 33% of all the applications were completed (yes, the one USNA publicizes that has been under question), of that number about 55% were found to be fully qualified (3Q + nomination), of which 42% of the fully qualified received offers of appointments. If I did my math correctly, that means for those who completed the application, it is about 23% odds of being offered an appointment.

The old numbers of 2,000 fully qualified and 1,500 offers - which equate to 65-75% (if you factor in NAPS/Foundation) is not really valid anymore.
 
Sometimes the Admissions Board takes a look at the academic part of the package and defers a decision until they receive the grades for the fall semester of the applicant's senior year.
