Does the Admissions status change on the DODmerb site first?? or on the portal??

My son's admissions status for USMA changed to "Admission Offered" on DoDMERB first - on Wed. 01/27/10. He heard nothing from RD, MALO, or congressman (some have mentioned receiving phone calls congratulating them) and there was no change/indication of any offer on his portal. He received "Offer of Appointment" letter and certificate package via USPS Priority Mail on Monday, Feb. 1st. USMA portal changed on 02/02 to have "Appointment offered: accept/decline" section, plus various other instructions for "candidates offered admission" appeared on his portal at the same time.
