Honestly, as many times as candidates ask about their 'chances', the reality is that no one can do anything but guess. For example, we will never interview you, so we have NO idea how your teacher evaluations look or how you might do in your MOC interview (although this OP indicates they have a NOM.) The SA considers much more than GPA or ACT/SAT scores, things like sports, ECA's, etc. and since none of us know the exact formula.............well you get the idea.
Perhaps some think they make candidates feel good but rating their chances, but they are just as likely to be right as wrong.
