They may not have a cap per se on the rated EAs, but instead have a cap on the non-rated/non-tech. They do something like this for certain majors that want to go rated, 100% can apply, but only a small percentage will be given rated because the major is considered critical manning.
Thus, it probably will still be better odds going rated.
The problem will be next year when they are 300s since they now have locked them into rated that pool might be much larger than they intended. I can't see how they will have the high percentage rates that they have in the past (@95%+) if the pool is increased to the amount that almost every cadet attending SFT are also applying for rated. Do the math and even if overall 75% said they were going rated, that would be about 1650, which if my math/memory is right, that will be @2x as many being boarded than slots awarded in years past.
So, either way if my math is correct many of these kids that may think being selected for SFT will up their chances for rated will find out next year that they will not go rated. My suggestion to the cadets that want rated is to get flight hours during the summer because that is going to be a factor for selection next year this time.
I also have been told by two posters that the AF is cracking down hard on the vision portion of the FC1 physical. Both have said that waivers are basically nonexistent for vision currently. Both are/were Q'd for commissioning. Just putting it out there that it appears that the AF for rated are not giving out waivers as frequently as they were in the past.
