What is in the folder my detachment sent me, and why must it remain sealed? Is it all of my medical records?

I have been told that it is comparative to an OER. Think of it like the ADAF. They always send to the new commander an exit report of the incoming member from the last commander.
Basically it is a snapshot of you as a cadet and what you have accomplished so far in the det. It will also include the copy of your medical exam that you took for SFT.
