AFROTC question?

One quick question, if possible regarding scholarship types:

Type 1 scholarship pays full tuition, and $900 for books. + most fees/stipend.
Type 7 pays tuition to the in state rate and $900 for books/stipend.

I live in CA, so pardon my example:

If i went to USC, being that it is a private school, the tuition is roughly $40,000. type 1 would cover this.

If I went to UCLA, an instate school, type 7 would fully cover this as well.

My question:
1. what does "most fees" entitle?
2. is a type 1 at a private school is roughly the same as a type 7 at a state school?

1. Fees usually mean lab fees for the major.

2. Yes, a type 7 if you attend an IS will pay for your tuition, books and stipend, but not your lab fees.

A Type 7 can be converted to a 3 yr Type 2 if you elect to go OOS or private that charges more than the IS.
 
If you receive a type 7 and an OOS school allows in-state tuition for ROTC participants, can the type 7 be used at the OOS school?
 
kpmom2013- the answer to your question is yes. The school I am hoping to attend is also OOS and accepts the Type 7 scholarship regardless of state residency.
