AFROTC question

I have been searching up on like this question but can't for the life of me find an answer. Can I still participate in AFROTC program or even any ROTC program for that matter , without a scholarship in college. If so, will I go through the same process and be commissioned at the end just like those with a scholarship ?
 
YES! That was one assumption that kept me from joining freshman year. You just need to register for the appropriate classes and walk in to your university's ROTC office. If you don't have an Air Force/Army/Navy unit at your university do check on the ROTC website to see if there are crosstown agreements with your nearby universities as some allow you to do ROTC at that university while you take academic classes at your own university. You will go through the same process in AFROTC but for AROTC or NROTC you must compete with your peers nationwide to commission while scholarship cadets basically are guaranteed a commission unless the Army or Navy cuts in personnel or break a condition.
