AFROTC Reporting In

The curious cat just looked through UMD.edu site and saw this.

International Students
The Health Center can only bill U.S. health insurance companies. International students can request a Statement for services provided to submit to their home country coverage plan for reimbursement.

The US health care system is not easy to understand.

  • The US does not have a national health care plan
  • People are responsible for the cost of their own care
  • Health care can be very expensive in the US
  • You may not be able to get all the health care services you need without health insurance
  • Health insurance helps to pay for part or all of your medical costs
  • The Health Center can only bill U.S. health insurance companies. International students can request a Statement for services provided, for them to submit to their home country coverage plan for reimbursement.
[paste:font size="5"]health maintenance organization (HMO) and apreferred provider organization (PPO). Typically, POS plans have a network that functions like a HMO – you pick a primary care doctor, who manages and coordinates your care within the network. POS plans also allow you to use a provider who is not in the network. However, if you choose to go out-of-network for your care, you will pay more.

PPO (Preferred Provider Organization): A medical insurance plan in which members receive more coverage if they choose health care providers approved by or affiliated with the plan.

Hence why I said check your side 1st, because it may be that you pay out of pocket, but your country will reimburse your parents.

However, there is something else you need to read.

The annual premium for the Student Health Insurance Plan is $1,509.00, for coverage August 1, 2014 through July 31, 2015. To be eligible, students must be registered for at least 6 undergraduate credits....For additional assistance call 301.314.8165 or visit the Health Center Business Office, Room 1142.

Finally, one biggie to get in front of this now.
For International Students
UMD requires international students to fill out our immunization form.

  • International students should have a Quantiferon Gold test in their country if they want to avoid having a Quantiferon-Gold or T-spot done in the US.
  • International Students will have to bring a copy of their lab report for the Quantiferon Gold test with them to the International Student Orientation.
  • International students should have proof of 2 MMR's; the first must be after age 1 year, and the second is normally after age 5.
  • International students can also have 2 adult doses of MMR if they do not have records of previous MMR's, but they must be one month apart.
  • If no vaccine dates are available, your physician can do a measles, mumps, rubella titer (blood test) to verify positive immunity. We will require a copy of the lab report if titers are to be considered as verification.
I am guessing that they will also require the same thing as every other student living in the dorms...Meningococcal immunization.

Hopefully now you have more information to discuss with your parents for researching the healthcare issue.
~ I am still with afrotc16, they are not going to pay for your healthcare plan, but than again you are in a grey shade since you reside in Australia, yet according to AFROTC website:
Activation cannot occur prior to obtaining citizenship. Also, if you receive a scholarship and possess dual citizenship, you cannot activate a scholarship or be contracted until you renounce your non-U.S. citizenship.

Thus, if you have dual you must renounce your Australian citizenship prior to contracting, which now all of that I just posted from UMDCP means come your sophomore year is invalid for health insurance if they have reciprocity. You are back at finding insurance on your own.

Basically, sit down with the folks ASAP as in yesterday to discuss this aspect. It maybe you should start researching how hard it would be to become a MD resident. It may mean they no longer declare you as a dependent. Might be wise because a type 2 scholarship only pays up to 18K, IS students pay 9500 a year compared to the almost 30K for OOS.
~ Living in a Dorm does not make you a resident of MD. It makes you a student living at college two different things. Drivers license, voter registration, taxes, year round housing (i.e. apt), banking, everything that says I am not trying to game the system, and if I am than I am also paying for it to the state (taxes, and housing)

You will have to give up your Australian citizenship come Sept 2016 to contract for your scholarship. Enough time to get your ducks in a row for residency.

I am not being hard here, I am just saying that I can't believe they will pay for your health insurance as a cadet on scholarship, but not pay for TriCare for recent grads waiting to report to their 1st assignment.
~ I also think that if it is true than the NCOIC will have a lot of scholarship cadets walk in and fill out that paperwork because every parent pays here in the states for dependents health insurance.
~~ I would have had our DS march in and do it. Why should I pay out of my pocket when they would pay it for me?
~~~ Look at UMDCPs health insurance plan....it is @1600 for 10 months. That is money in my pocket because I too pay premiums.
Again, I hope you do not read into this as my intonation being rude. It is not. It is just saying that when the DoD is still living through sequestration, AD or retirees would be infuriated to learn that they are paying every scholarship cadets insurance bill. Typically 900 kids per year go scholarship. Assume 2500 over the course of 4 years in ROTC. Assume $1000 for insurance premiums they pay. That is 2,500,000 spent out of the DoD budget.
~ OBTW, at the same time the 18K for type 2 has not increased since 2009 or 10, while colleges keep pushing up their costs.
~ AD pay raises have been @2% annually.
In the end the minute it becomes public knowledge that an AFROTC cadet type 1,2,or 7 contracted as a freshman and could walk with no issue at the end of their freshmen year there will be an outcry, and it will no longer exist within a year.
