Suppose a person receives multiple nominations by a House Representative, and subsequently receives multiple appointments to various academies. Obviously, they will have to turn down some of the appointments. My question is, do the vacancies created by this go to the next person on the district slate, or do they automatically go to the National Wait List?

Depends. If the MOC's is a ranked submission, the next in line gets it assuming he/she's qualified for apptmt. If the MOC submitted an unranked list of nominees, those qualified and the nom go into the national pool. In both/either case, candidates will rarely know the "next step" and what precipitated it.
