Alternative Money for Scholarship???

I read a post recently that I tried finding under the search tab and can't. When Army (and I don't know if Navy has the same option) has winners that do not accept the scholarship, the money is put back into the pool for select colleges to use for a scholarship. It had a specific name and I am not sure what that name was. I'm not talking about the "side load" they can get after they have been there for a semester.

I assume that the DS or DD would call the college and ask if this is available at their institution. Does both Army and Navy offer this option?
