You will probably never know the answer to that one. USNA will decide where to charge his appointment. The only way to learn that is talk to the guy and see if he got a call from a MOC telling of his appointment. Usually USNA alerts the MOC first so that he/she can pass on the news before the BFE arrives. This might give you a clue.
