I was a third time applicant last application cycle, but unfortunately I still wasn't able to get an appointment. I will say that applying was much easier... you're kind of just way more confident with everything, plus you have a lot of time to think if you really want the academy or not. I'm still debating whether or not to come back to bat for the fourth time, but honestly at this point I think I'm going to go down the OCS path to get a commission. I have close to 12 friends at the academy currently, and they all say to just do OCS. The end goal is to become a Naval Officer, after all.
If there's one thing I can say to you (because I kind of didn't do this my first two years of college, not gonna lie), continue on as if you aren't trying to transfer out of the place you're at. Get involved, secure opportunities for summer internships, and make sure you do some soul searching for what you want to do after school or the service and gain some experience with it. A lot of reapplicants (myself included) get so caught up with what the academy has to offer they forget that their school has plenty of opportunities to do some good for their future. Plus, as I said, you can still get your commission through OCS or NROTC.
Good luck!
