I think that if USMA isn't currently your first choice then probably you shouldn't accept it while waiting a reasonable period of time for USNA. On the other hand, if it is your current top choice, then accept it. And if you do, but change your mind and have been offered at your new top choice, then your options are still open because there is no problem withdrawing at usma at that point, even after accepting.

A contract is the combination of an offer and an acceptance. So, no deal until you accept. If, theoretically, the offer is withdrawn or recinded before it is accepted, then no deal. So if you want it, accept it.

There are some advantages to accepting now. You can complete the other requirements, like security clearance, and other processes, which don't become available until accepting.

To each his own. If you feel better waiting, then wait. If you like the security of accepting, knowing you can change it later, then do that.
