Applying during 1st year college with NROTC scholarship

If someone goes to a college on an NROTC scholarship, applies to USNA during freshman year and gets a nomination and appointment, what happens? NROTC scholarships come with a commitment to serve and so does USNA. Are there any bumps in the road in this process? I'm pretty uninformed when it comes to NROTC stuff. DS just found out about it and wants to pursue it in case he doesn't receive an appointment this year.
 
I'm currently a 4/C in the college program. We are allowed to apply for the 4 year scholarship (though we'd get three years of the scholarship) and can apply to the USNA (I am an applicant for 2020 now). Those with the scholarship can apply to the academy (however everyone with the scholarship in my unit decided they were glad they were turned down from the academy and are not reapplying. Funny how things work out!)
 
DS transitioned from NROTC to USNA with no problem. He will have the same obligation as his classmates at USNA.
I don't believe an obligation attaches until the beginning of the second year of the scholarship, but I'm not sure about that.
