If they are cash scholarships, I recommend keeping the money.
The ACE loan is interest-free and will be paid off by graduation if left alone. There's really nothing to gain from paying it off with cash when said cash could be gathering interest somewhere.
Other educational scholarships can be applied, as long as the awarding organization approves. Generally, tuition scholarships are a no go (the ACE loan is not "tuition"), but it depends. There should be an information sheet in the PTR packet.
