Are LOA's charged to a MOC's slate?

Say there is a LOA recipient from a district who is appointed due to being triple qualified, nominated, and receiving an LOA, does that person then get charged to that MOC's slate? Or is the academy still able to choose another candidate who is triple qualified w/ nom without an LOA? Where do the LOA appointees get charged to? Thanks.

LOA's aren't going be charged until they are acted upon... two years ago one local MOC had FOUR LOA's among his nominees... Admissions managed to work it out and the MOC actually ended the cycle with FIVE appointees from his district. Keep your focus on the end game, the side issues will take care of themselves.
