In my BDE the very first step of a transfer is that the losing and gaining PMS agree to the transfer.

Thanks so much for your responses just two more questions: is there ever a case where the PMS' within the same Brigade do not agree to transfer? If it is within the same brigade do I have a good shot in getting it transferred ?

I have seen a PMS refuse to accept a transfer student. The likelihood of your transfer getting approved has a lot of variables and there is no way to determine your chance of success.
