Army ROTC Waiver

Our son was awarded a 4-yr Army ROTC scholarship to the University of Northern Colorado. After his initial phsyical DODMERB asked for additonal information regarding three issues. We provided that and their website was updated yesterday saying that he was medically disqualified due to frequent headaches over the past three years that required medication. When we sent in the additional information we specified that the "frequent" headaches occured before he had his wisdom teeth, all four, removed and that's also the time period that he was on prescription medication, which he only took for one month. Since that time he has only experienced infrequent, read "normal", episodes of headaches. We contacted the ROTC detachment CC to ask what the waiver process was and he said that the waiver wouldn't be processed until our son started to attend school this fall. Is this the normal process, is it detachment specific, why wasn't the emphasis on pre/post wisdom teeth removal picked up on? This has been an emotional rollercoaster ride and we're hoping for a speedier than this fall resolution. Thank you for any help/guidance you can provide.
