Clarkson will probably be the only one that can come close to answering this question since he is a ROO and can see the numbers. CC doesn't release these numbers to the public until the process in completely over, even then it's not much that they release.
At this point I don't think anyone really knows what the target number for scholarships are this year, even if they did it could all change by the time the final board meets.
Knowing these numbers really doesn't mean a lot, it depends much more on the quality of new applicants that enter only the final board. A current applicant could have missed the scholarship mark by just a few spots, if they are told that they will take 700 the final board they will feel pretty confident they will get selected. The caveat is that the new applicants entering the third board may have scores that place them far above the current applicants that have been rolled over. Nobody can foresee what the new OML will look like so knowing how many scholarships they will award for the third board doesn't really count for much.
