AROTC chance??/MSU ROTC website down

hey,

I have been trying to access the MSU's ROTC website, but it seems to be not functional since a couple weeks. Does anyone know whom I could contact?

Okay, so here the real question:
I really want to be an army officer, and am preparing and applying for West Point, but I want to have a backup plan in case it does not work out. Having an AROTC scholarship seems to be a great alternative to WP. I did some research, but didn't find a lot of answers on what they are looking for. So I am wondering if I have a fairly high chance in getting such a scholarship.

-Able to fluently communicate in German, Dutch/Flemish, French and English
-ACT composite score of 26 (only taken once until now)
-Unweighted gpa of 3.4, weighted gpa of 4.3
-I take 8 IB classes
-Sports: fencing and varsity football
-EC and leadership: German Honor Society member, German Student Society Club officer, Editor of my H.S.'s newspaper
-I also did have asthma problems when I was 10 and 11, but at the age of 12 I had no problems and asthma attacks since.

Apply via the www.goarmy.com website. You need to create a user profile and password. It takes a bit of searching to find the link to the scholarship section, but keep huntind. Then you need to re-enter your username and password once you get to the high school student scholarship link. Apply online, put your school into the list, follow the transcript and SAT instructions. You're done.
