Is it possible for someone on a 4-year Army ROTC scholarship, with 2 years completed, switch over to NROTC - Marine Option while still utilizing the scholarship?

Contact the NROTC unit you want to transfer to and ask them. I understand (based solely on rumor and third hand info) that very very occasionally it is possible but I wouldn't get my hopes up. Even if it is possible I would make sure I understood what my obligation to repay Army is, if any.

I agree with clarkson, you are asking in essence can you use your AROTC scholarship to commission in another branch.
