I just completed my freshman year at a state school and am applying for the class of 2020 so regardless I will be at this state school for one more full year. I recently learned from my counselor that if I do some serious summer school and more than a full load in the fall and spring I can get my bachelor's before I (hopefully) leave for the CGA. Would it look bad to admissions if I already received my bachelor's? Also two more things: 1) what are the final transcripts I will send in for admissions, will they see my spring 2016 transcripts or just my transcripts as of fall 2015? 2) when is the latest date that one finds out if they have been admitted?

If you finish with a Bachelors degree why not just apply to OCS and get your commission that way? Much quicker path to commissioning.

No, it will not look bad to admissions if you have a bachelor's degree. There is a 4/C (well, now 3/C) who has one. She decided she wanted the CGA experience. And she is not the first. It depends on what you want to do.
    1) If you are applying in the fall, it will be for regular admissions, not early admissions. You will need to submit your fall transcript. It will look better if you a) take similar courses to what you would have at CGA, and do well b) are involved in sports c) are in some leadership position
    2) Normally it is 1 May. If you are on the wait list it might, repeat might, be into June.

    Good luck.

My son is attending USMA (class of 2019) and there is a cadet in his class who already has a bachelor's degree.

because it will be a real pain to get my BA this year (would have to take a lot of summer school as well as 21 to 24 credits in both the fall and spring semesters, 6 of which are thesis classes!) so I would rather just not overdo it and remain a sophomore rather than a senior and hopefully get in to USCGA! If I do not get in I will do OCS after finishing school in a normal amount of time but the academy is the plan!
