I've been looking into the UVA ROTC program, as well as a few others, and I have a question. Do I apply directly to a school using common app and then try to acquire a ROTC scholarship or do I apply directly to the ROTC program?

You do both at the same time. Two different processes and applications.

AG is correct, but remember the ROTC service plays an issue regarding the scholarship.

For the AF, as long as your college is on their list you are good to go regarding the scholarship.
For AROTC and NROTC, you need to get accepted to the college AND the DET.

You can get accepted to the det, but not the school for AROTC/NROTC or you can get accepted to the school, but not the det.

Do some investigation work if you are NROTC and AROTC to make sure you are a match for both the school and the det. ~~~~Call the det and set up a 1 on 1 interview with the command~~~~
