Had my interview back on 7/23 and my BGO hasn't submitted his evaluation yet. How long should I wait to follow up with him regarding his submission?

You can follow up or not....the SA will contact them to determine if they've completed interview or not. Give them time, they have jobs, etc also to balance.
They actually have until I think end of Jan to submit, although you probably won't have to wait that long. And if you are up for an LOA, the missing BGO isn't going to affect it.

It's the last the aside from obtaining a nomination that I have to complete.

Give him/her some time...the maybe just send an email stating that you forgot to ask when you can expect to see it? Honestly I don't see any other way of making it as easy as possible to ask.
If he gave you a timeline, wait a week after that and just follow up?

Also, if you get a nomination, they'll contact the BGO if they need his interview still...and if you get an LOA, you can always email about that and just say "now all I need is a nomination and your interview and I'll be set". Positive spin ;)

I would wait 30 days before pinging him. As stated BGOs have jobs and are probably doing multiple interviews, family vacations, kids back to school. Usnabgo08 hopefully will chime in and provide their thoughts!

I would wait until the end of the month. Also, when you follow-up, you should do it in a courteous way....you don't want to come off as telling him/her how to do their job.
Some BGOs are good at submitting the interviews quickly and others not (some have legitimate reasons). At some point, delinquent BGOs are notified to submit their interviews and if they fail to, the record goes to the Admissions Board without his/her input. So don't fret...your record will get there one way or another.

How does USNA admissions determine this ? Does admissions know when the interview was conducted ?

    Stop!!!

The BGO interview has nothing to do with the nomination process. Nothing at all - the BGO is part of USNA admissions

Also - the BGO interview may or may not be used in determining LOAs, but your USNA admissions process does not have to be complete to get an LOA

And - it can't be overstated how rare LOAs are - if you get one - awesome and it will include all the conditions that must be met to turn it into an Appointment. Put LOAs way in the back of your mind

Nobody said it does? And nobody said they aren't rare. And we already said that it doesn't need to be in to get an LOA. You seem to think you're stopping a runaway train, but it never left the station.
Knowledgeable people gave him great answers and suggestions. Even I, as just a mom thinking of how I would advise my son.

I won't go into details on when BGOs are notified...because it really isn't that important. The important thing to know is that Admissions will contact delinquent BGOs for their interview report OR the record goes to the board without it (after a reasonable amount of time). So for those candidates that sometimes get "that" BGO...you need not worry.

So if that is my last thing to be entered other than obtaining a nomination, will my application go before the board for September? I just want to make sure I'm understanding the process. My BGO was great and I'm confident he'll put it in when it's time I'm just more trying to clarify for myself.

The review of applications by the Admissions Board is not a perfect queue (first in, first out)...meaning even if your BGO submitted the interview right now, it doesn't mean you will be reviewed soon. There are a lot of factors that play into when an application is sent to the board and only those in the Admissions office know.

Follow up with your BGO after a month if the interview is not posted....in the meantime, work on other applications and find something to distract yourself until the spring time.

Also, unless you receive an LOA or appointment, you will not be notified of your Admissions Board status. It seriously could be a long time before you hear anything unless you do receive an LOA.
