I have been looking on the Cadet Handbook and the Running Light, but I cannot find any regs about bicycle storage/use on or off campus. Could anyone provide any info about if/how bicycles are allowed at the Academy?

The bike would be for exercise (to be used during jogging hours?), not day trips to New London :p

If your son or daughter is coming for Swab summer just get him or her a very good pair of running sneakers cause there will be no time to ride a bike during
the summer, and very little time to ride during the school year.

There is a bike store in New London and I forget the name, but they have decent bikes. There is a bike storage area and having a bike there isn't a bad idea. You have to register the bike however, and you'll have to keep up with it. There is a chance of damage too, so remember that. I really enjoyed riding off base during sports period when I was out of season. I recommend having a bike...and I agree DO NOT bring it to Swab Summer. Give them a little time to settle in to the school year before worrying about it.
