LITS, I think I understand. I am a bit suprised though that future promotions are not based solely on ones service performance. There are quite a few examples, in the overall military, of underachieving cadets that became overachieving officers.
I guess the best advice is to be an overachieving cadet and officer.
Class rank does not determine promotions, just when you get looked for promotion. After each promotion you get moved into the yeargroup of the O-3, O4, etc that you are promoted with. As always, sustained outstanding performance will earn timely and even early promotions.

26 of the 56 EOIT billets are being filled by non-Engineering majors; 11 (of those 26) are being filled by Government and Management [non-STEM] majors.
