This is a pretty common story in college communities around the country. On the one hand it's sort of like moving in next to the airport runway and then complaining about the noise (and certainly this isn't a new phenomena- Animal House came out while I was in college and it bore a striking resemblance to the Frat Houses at W&L that bordered the VMI post:eek:) but on the other- the college has a responsibility to its neighbors and its students- they surely ought to have a lot more on campus housing available for their students so this doesn't get pushed into residentail neighborhoods.
I am not a fan of the 21 year old drinking age seeing it as the ultimate "mommy state" syndrome ("we are going to protect you even though you are old enough to go to Afghanistan in a Ranger Battalion- you still can't drink here"!) and kind of think that treating 17 and 18 yr old kids as adults - allowing them to drink responsibly (at the student center- at the EM club on post etc...) and then policing the heck out of them (and everyone else) who drinks and violates the law would be a lot more reasonable approach.

I honestly think the 21 year drinking age does more to encourage drunk driving than it does to limit it, as well as encouraging binge drinking because kids aren't drinking at home around their parents, they are sneaking off and doing it places they wont get caught.
