Can a deferred judgement keep you from an ROTC scholarship?

My daughter's friend was caught writing his initials in wet concrete. He has paid restitution, done his community service, and now just has to keep out of trouble for a year for the deferred judgement. He is a good kid, eagle scout, JROTC, etc. Would this keep him from applying for an in-college AROTC scholarship?
