Do you stand a chance? Sure. Are you guaranteed- no as you clearly are below the average- but the only way to find out is to apply. Things they will look at include your GPA, SAT scores, your class rank, your extra curriculars (like Eagle scout as well as an athletics or other activities), recommendations from teachers, bosses etc..., willingness to commission and your ability to impress someone with a strong and positive interview. My son is the brightest bulb in the Chandelier but only for minutes at a time when he wants to be- so his GPA was not so different from yours: He's going into his first class year now so for sure you stand a chance. The only guaranteed turndown is the one who doesn't apply.
Work as hard as you can for what remains of the semester and in your first semester senior year to show a postive trend with your GPA, and if your SAT scores need improving - re-take them and maybe go take an SAT prep class to help pull that up some.
    Good Luck!!
