Can you change majors if you are in the third trimester of your first year?

Generally yes; however, if you try to switch from a deck major to an engineering major or vice versa it will likely require a set-back.

    Set back Question

Is it possible to obtain a setback under these conditions?

Your question was answered in the previous post, but yes. It's not something you request, but rather something that happens to you.

but then again....remember each set-back costs the U.S. Tax Payers money, so I think the academy may be more stringent on set backs...especially because you "changed your mind."

If you are staying within your declared major, ie, Marine Transportation or Marine Engineering, then I believe it is possible to change, but only if you go to a "lesser" major. Systems Engineers can change to Straight Engineering, but Straight cannot change to systems and so on.
