I sent my record in a week ago and i looked back at my remarks section and i realized I had forgotten some things and wished to change the layout of it to make it look more like a resume. Would I be able to edit it as I pleased and attach the document in an email to my admissions councilor and have him swap the two sections so when they review my profile, the edited one comes up.

The instructions dd rcvd for any changes to CAR from admissions counselor was that you had to send a request to them to add anything additional and then it had to go thru your school counselor for verification. I would email or call your admissions counselor and ask them what you asked here.
