On average how long does it take till I am notified if I received a candidate number? I completed the preliminary application about a week ago.

You won't hear anything until after the class of 2018 is finished. Figure early June.

I received my candidate letter around mid-May last year.

If you completed your preliminary application a week ago, I assume that you did not apply to Summer Seminar. Candidates accepted into Summer Seminar will see their candidate ID on their acceptance letter. Otherwise, as others have noted, in the mid-May to mid-June timeframe.
