CFA Administration Question

    Can the CFA be administered by a JROTC instructor? On the Naval Academy CFA instructions it says

    " The CFA MUST be administered by a high school/prep school physical education teacher, team coach, commissioned officer (for military candidates), or the candidate's Blue and Gold Officer. "

    Although it isn't listed, I was under the impression that they could administer it too. Anyone know?

    I suppose if the JROTC instructor is also a gym teacher, coach, or a commissioned officer.

    our experience

    I can say that my daughters CFA to the Military Academy was filled out by her Lt. Colonel of her JROTC program, it was accepted and posted complete on her criteria. I believe it has to be a commissioned officer.
