Can a JROTC instructor administer the test?
It the person a commissioned officer?
He's a retired Colonel.
Here's what the usna.edu website says on the subject:
"The CFA MUST be administered by a high school/prep school physical education teacher, team coach, commissioned officer (for military candidates), or the candidate's Blue and Gold Officer."
I do know that USNA has accepted CFAs administered by officers for non-military candidates. I'm not sure whether a retired officer would be ok, although my gut instinct is it would. If someone else here doesn't know the answer, I suggest contacting your RD before taking the test.
