I have received a 3Q'd letter about a month ago and the most recent thing my admissions advisor said was that they "are currently reviewing all files". I have not heard anything from my congressman either. Since I haven't heard anything from anyone does that mean the chances of me receiving an appointment in the set of BFEs going out next week is low?

Did you receive a nomination? No nom, no appointment. If you did get a nom, then no news is good news so far.

Judging by the 3Q letter, the next wave will be sometime after the 26th.

Don't worry yourself too much. Stay patient. If you have a nomination and you've been 3Q'ed, you're still in the game.

3Q'd with 3 nominations and haven't heard anything thus far. Chances of being appointed at this point??

Same as everyone else. If I remember correctly, approximately 2200 are 3Q'd and nominated. About 1400 (maybe?) are offered appointments. That gives everyone a solid 64% chance or so.

Do you have a nomination or do you mean your MOC hasn't called you? The bulk of appointments haven't even gone out. Based on the WP Admission's FB page yesterday 429 candidates have accepted. Just under 500 appointments went out at the end of January. You could hear one way or the other anytime between now and May, but until you receive the TWE you are still in the game.

From the numbers I'm seeing, less than half of all appointments have gone out. It's really entirely too early to panic. Breathe.
