Class of 2018 application open?

Our daughter's portal changed today showing the ability to upload documents now. Additionally, there is now a Candidate Kit loaded with the ability to do the candidate statements, the candidate activity record, the ability enter information for them to request transcript, etc. I'm assuming this means her complete application is now open to start working on. Is this correct?
 
My daugher applied to SLE and did not get in. She went to submit her precandidate application and there is not anywhere to submit. I then read her SLE application "opened a file". When she find out oif she is competitive and able to initiate the candidate application?

Over the next month or so, WP will make the initial determination on files with the goal of opening the competitive files by the end of July like it says on the portal.
 
Hey USMAROTCFamily,
I attended SLE this year, and here's what they said: SLE attendees had their applications opened up a couple weeks ago (I'm already well into mine!) and everyone else's are supposed to open sometime in July. I think that some non-SLE candidates must have had their applications open up early in cases such as yours.
