A quick question. I have viewed many class profiles, and I have a question. The statistics involving activities, act, sat, and class rank. Does that include the candidates that didn't get an appointment?

No, it doesn't. If they didn't get an appointment, they are not part of the class.

How do a very small percentage of candidates get appointments with very low sat scores. 400-500 in each of the three

Those are most likely heavily recruited athletes. If you are not a heavily recruited athlete you are probably not going to get in with scores that low. 25% of appointees are recruited athletes. You will be academically disqualified if you don't get a certain score(I think it's around 600). You can, however, get into the prep school if your SAT/ACT scores are too low.
