College re-applicants - when reviewed by USNA admissions board?

My DS will be a college re-applicant for class of 2021. I've heard the college applicants need not to be in a rush to complete the USNA application because their record will not be reviewed by the admissions board until his fall semester college transcripts are received. So not till January. Thus, no LOA for re-applicants in the fall?
 
While they will not give an official decision before college transcripts are received and reviewed, it's still possible to get LOA because of hs transcript, act scores, leadership experience, anything that really strikes them (according to my BGO).
 
Some college applicants have received LOAs. That being said, it is VERY VERY rare. Submit documents at your leisure.
 
It is my understanding that Admissions does not review Reapplicants until first semester grades are available. They want to see how the candidate performs on college level classes. I have a couple reapplicants this year, and we have decided to hold off on the BGO interview until Thanksgiving so we can incorporate their first semester experience into the BGO write up instead of simply repeating the report from last year.
