will a competitive alternate nomination show up on the SA portals?

Also, from reading past forums, I've gleaned the knowledge that it's not really a nomination unless the Principal Nominee cannot accept his/her nomination due to a DQ or other circumstances...is that true?
 
It is a MOC nomination and it will show on your portal. As a broad overview, the academy will select one candidate from the MOC list of nominations. In this case it will most likely be the principal nominate. The remaining nominations will compete on a national basis for an appointment.
