My regional admissions officer says I need a Conditional Offer of Appointment to begin the medical waiver process. Does this mean that I won't find out anything until the regular appointments are sent out?

That doesn't sound quite right to me. I believe that you need a nomination and must otherwise be qualified both academically and CFA before the review begins. Did you receive a principal or competitive nomination? Did you receive an LOA?

I have been found scholastically and physically qualified. I also have received two competative nominations from a relatively uncompetative state. I spoke earlier today with the admissions office and they said I will most likely just have to sit tight until March.

What Admissions said is exactly right. Being scholastically and phyiscally qualified with a nomination will not start the medical waiver process. Pretty much USNA has to be at the point where they have decided to extend you an appointment, should your condition be waived....hence a "Conditional Offer."
