confusion with minimums

under my senator nomination website, it says only if you meet these minimal SAT scores will you be considered for an interview. and people who get interviewed they said are qualified as a possible pick. does that mean i should not apply to senator as i feel i might not have the required minimums.

also it says if you dont meet these minimums, consider one of the prep schools. So should i apply to the senator or congressman? is the prep schools for people who cant get a nomination. im kind of confused, sorry

Apply. If you are worried about low test scores there is still time to retake them although you may not be able to get the scores in time for your application. I would take the test over again and try to get a higher score. I would also mention that you are retaking the test at __ date in your application.

As for prep schools, it is possible to get a prep offer without a nomination so even if you don't get a nomination, you should still apply to the academy.
