I received a nomination from my congressman and was told that only five names were submitted, but were submitted twice for two slots. Could this be looked at as essentially receiving another nomination?

I'm not sure why it would matter since your're competing against the same 4 guys. In most cases two nominations means from two sources and potentially different pools of competitors. In your case, it's better since two of you will win and three will go into the national pool. the fact that you have two nominations does not make you a more competitive candidate but it does improve your chances of an appointment.
