I am curious, do most congressmen really use all ten of their nominations for each of the academies? I know some districts do not even have enough applicants to give out all ten, but does can anyone offer any insight on this? Wouldn't you kind of just be getting some candidates' hopes up by nominating them when there are far more competitive applicants who also recieved a nomination? Just curious.
 
Can't answer what most MoCs do. However, if I was a MoC and only had 10 applicants for each Adademy, I would nominate all ten and let the Academies assess them. I would prefer to enable the potential progress of my constituent, rather than preemptively terminate their opportunity to pursue their dream.

Even when there are less than 10 applicants, my (USNA grad) MOC still has the Service Academy committee interview candidates to make sure that they are of the caliber we want to have as officers in our military (and Merchant Marine). I haven't seen any in the past few years but I've definitely had candidates that we did not recommend be considered for a nomination. I don't want to give any specifics but I'll just say that their levels of effort and involvement in their school and community along with their overall evaluations were markedly below that of what is needed to succeed as a military or merchant officer.

As for it being "their dream", I'll just say that these were not folks who seemed to have spent years chasing this goal. If you spend a little time working with Service Academy applicants, you soon get a sense of how motivated an applicant is toward nit just the challenge of the academy but the service commitment afterward.
