I've tried emailing and calling the person who is assigned to me, I know they are extremely busy and may not be able to return all calls, but this was last week. I also tried contacting the general email, but to no avail. Is there any number I can contact to see if the Board received my CFA scores from West Point?

Try contacting the PMS for your first choice school and asking them for their contact at CC. They might not give you the right person, but that person can transfer you to the right person.
