I am currently a junior right now. When would be the best time for me to call up my senator or representative to get interviewed and possibly receive a nomination?

Each MOC (member of congress) has an application that you'll fill out, and most have different deadlines. For example, my congressman's application for a nomination was due November 15th, by my senators both had their due dates November 30th. They will contact you if they perform interviews: only my congressman interviewed me b/c the senators in my state don't do interviews period. Other states have MOCs who select people to interview, based on potential from the application.

Most MOC have something on their websites about applications for a nomination some MOC let you fill it out on online others, paper, look them up!

It's due the October/November of your senior year, but it's good to have it done earlier. Your MOCs should have their website with updated instructions for your class of 2016 between April-June.
 
Please, do not "call them up and ask for an interview." Do your homework and find out the process for each MOC. When you go to the various websites, look for links that say something like students, constituent services, or service academies. Those will take you to the appropriate steps to follow. You need to wait until the class of 2015 has been named, so the advice to wait til summer is spot on. Good luck!

Should help. Some FFR are familiar with the local nomination process. If they interview you for West Point, FFR interview will be similiar to the interview for your nomination.

I am a FFR and when I interview candidates I give them some pointers.

The interview questions (for nomination) are pretty stright forward
