Creating an Account

I am now an official candidate and have been working on startin my application. In USNA's CIS under DODMERB it directs you to their website to view your medical status. So I clicked on where it says to create an account but it says I'm not in the system. Should I be or do I have to wait longer for them to put me into the system?
