CULP pay, round III...

    Contradicting one of the other threads, my son rec'd a call from the Major running his CULP mission to Guyana and was told they are NOT being paid this year. FWIW, his CULP mission is 31 or 32 days in length from what I understand.

    Perhaps this only started after date X; where cadets deploying/deployed before date X got paid? Just a guess.

    I'll try and dig up the piece of paper that was handed to me from someone at the CULP building at Knox. Not a cadre member. It lays out exactly how much a cadet will be paid while on a CULP deployment (And LDAC, CTLT, LTC, etc). Unless something has changed very recently, that is what was being distributed while I was at Knox. There was more communication at higher levels than just that one memo we saw before, including a rebuttal letter from the USACC CG regarding that memo.

    Culp pay update

    Hi all,

    I just returned from a CULP mission to Europe. During our debrief at Ft. Knox, the LTC who debriefed us on behalf of the CG stated that our pay situation is currently being debated. Apparently, the chances for us to get paid are very slim because lawyers are arguing that due to our mission being shorter than 31 days (we spent 28 days total active duty despite our orders having us for 31 days), we do not qualify to get paid. This was confirmed when I came home. If anything, we may receive incidentals. I have not heard of any final decision yet, but this is the information I have as of today. Hope this helps.

    I hope you're wrong. In the real world, lawyers get involved when the party holding all the power decides they don't want to do "the right thing", ethically and morally speaking. What you are describing, whether true or not, is an example of "hiding behind legal technicalities".

    I raised this same concern while I was at Knox. The country I am in qualifies for both Imminent Danger Pay and Hardship Duty - Location Pay so I repeatedly was asking why they would send cadets to a country that is risky enough to qualify for that pay, but they weren't going to pay a cadet anything (not that cadets are arguing for that extra pay). I also asked about medical coverage and all that stuff. If they want to get so technical that a cadet doesn't qualify for pay (they aren't getting stipends), would they still legally be covered for medical in country while on the deployment? What about SGLI, god forbid, if that happened?

    Backgorund info: DS was in Romania for CULP since 05/25/2014. Back in Ft. Knox and leaving for home tomorrow. Just sent me the following re: Pay.

    "We are guaranteed $414 for incindental pay overseas and CLIP-B pay of $300. Waiting to see if we get $1050 pay as well". We were briefed we are guaranteed the $717.

    This info is from a brief about 2 hours ago. I'll forward more if I get it. :thumb:

    Believe me, I hope I'm wrong too. The LTC basically said that this issue wasn't raised ahead of time (pre-mission), and they weren't trying to bring us under 'false pretenses'. I think this was something a third party brought up, and became way above our paygrade.

    -Bull-, I hope you get all that pay wherever you are going. I don't understand why we are potentially getting screwed out of this stuff just because we are titled 'cadet'. What was the answer you got from 'em?

    sheriff3, sounds like there's at least a little bit of good news. Is there any timeline on when pay might go out? You can PM that info if need be (lest somebody ends up squealing about PERSEC. You never know these days. I think I still hear the OPSEC guy ringing in my head...)

    I'm not really looking for that special pay, I don't see us getting it at all, and that's fine. Though it would be an extra $1500.

    My situation is probably somewhat different, though. I'm on orders for about 93 days, with over 86 days in country. I'll look for the sheet I got and see if I can't get it up here.

    This is what was given to be while I was at Knox back in May:

    Granted, this was given to me in mid-May, so who knows what the hell has changed back there regarding this clown show. Hopefully cadets get something.

    Are you a cadet XO or something like that? We had a cadet XO for our country but out Mission Commander sent him back us with (we were our country's Team 1) after learning of the pay issue.

    I'm bummed out because I got screwed out of AT. My unit had AT the same time as my Title 10 orders for CULP, and they originally weren't going to let me make it up because of it. But now the pay situation has come up, it may be too late for me to make it up because the make-up application deadline passed.

    I got the same paper you did at Knox, but apparently that thinking had changed by the time I got back from deployment. Sorry for the delay, I just saw your info post.

    Yes, I am. I've been told I will be getting paid, but if I find out that has changed, I will most certainly be leaving early. It's embarrassing what a joke this has become.

    I now wish that my country had all teams in country relatively around the same time like some of the others, rather than spaced out over the course of 3 months.

    I hope they pay you too man. I think I was lucky because we had a pretty good mission in our country, did the full spectrum from mil-mil to humanitarian. But when I came back I found others weren't so lucky. I believe CULP is a relatively new program, so I'd be surprised if there weren't hiccups along the way. Still though, something of this magnitude isn't a fun experience.

    No, the mission happening here is awesome, and I enjoy it. I'm referring to the pay thing. I'd rather spend my summer pool-side than where I am if I'm just wasting a few extra months in country doing repetitive things (I've already been with 2 Teams, I'm not knocking the CULP experience, it really is an awesome program).

    CULP (the program, not the name) is about 9 years old, the hiccup with pay is a result of some things this year.

    Oh okay I got you now. Yeah I can see where you're coming from. I didn't know CULP was that old though. An officer I had spoke with at Knox said it was 3 years old. I think he was just misinformed though.

    He may be talking of the actual term/program CULP, which he is mostly correct on. Talking with the EUCOM desk officer at CULP, he told me they've been doing these teams for 9 years now. They originally started with ROTC Cadets joining USMA cadets on some of their visits to foreign countries.

    DS has been back less than a week and has so far received the following pay from CULP:

    1) Incidential pay
    2) Mileage/Travel pay.

    Still waiting on CLIP and CULP.

    More to follow.

    Thanks for the word, I still haven't seen a penny since I got back. My CLIP is still being processed but no sign of incidental pay. I left a voicemail on my HRA's machine, but this is getting irritating. I've been back two weeks with not even a LES generated showing pending payment. Keep us informed.
