Who gets offered a CVW? Does it have to do with qualification? Representation? Proximity?

Is it a good/bad sign if you do/don't get offered one?

Who knows? I had two friends get October CVW's last year and both get rejected. I did not get offered one until after I received my appointment.
 
Generally, it's a good sign. But, as the above poster has said, it's not a guarantee. CVWs are typically offered to highly qualified candidates. However, some highly qualified candidates don't receive appointments.

If you're interested in USNA and are offered a CVW, I suggest you do it. Not b/c it will lead to an appointment but b/c it will help you decide if USNA is for you.
 
If you want to go, call the admissions office and ask if you can go. Jan 26-28 is last date until spring. My daughter was offered an LOA, but didn't get asked to attend, so we asked and they immediately accepted.
 
Email your RD if you really want to go. That's how I got to go- got the LOA a few weeks after being invited.
