Did the letter your DS received state "waiting list" or just simply state if a vacancy occurs, they will notify him?
I don't know what the letter says but, in practice, USNA determines whether there is any need to go to the wait list -- IOW, was the yield lower than expected. If they will take people off the WL, they look at who is on it and decide (based on merit, presumably), to whom to offer appointments.
I believe that, at that point, it's a one-for-one approach. Thus, if hypothetically they can take 15 additional people, they will notify 15 off the WL. If any of those decline, they contact additional WL people until they get the 15. Again, I'm not sure this is the case -- if someone knows otherwise, please correct me.
Last year, most -- if not all -- WL candidates didn't hear until around June 15. Very few got good news. In prior years, as many as 50 have come off the WL with appointments.
